Picture in a posting

How do you insert a picture into a posting?  I have tried copy and paste and found that it doesn't work.  I find no way to insert a picture file into a posting.

    It's no longer allowed, and all previous posts that had pictures, have had the pictures removed.

    How do we learn these rules?
    Are they posted somewhere or is it just trial and error and then passed down thru the postings like this?
