Twin Reefs is the best - especially for Gay men. It is between Inverloch and Cape Paterson. Go down to the beach, turn right, and walk all the way to the end (out of view of the lookout) or even around the rocks.
Williamsons beach is another. It is at the end of Lower Powlett Rd, past the Desal plant. Turn left on the beach and you can walk for about 4 or 5 km on a deserted beach. Or turn right and there is a 2 km walk to the Mouth of the Powlett. Hookups are best just off the path on the way in.
