What about the transparent shorts advertised on Amazon?
Search on Amazon for "sheer mens shorts."
Unfortunately the URL's are too big to post clickable link but I have added them as text below.

There are unlined shorts without pockets or lined ones which, with the lining and pockets removed they would be the ultimate for exposure and access.

Lined shorts with pockets -

    These arent as transparent as the other examples here, but they were see through enough that I was asked to leave Walmart.
